Ted Hughes and Max Porter are both British, so I wonder if there is some cultural reference there we don't get. I tend to just think of scarecrow, the nuisance of the crow. That may be it's primary reference too, as the most nuisance of nuisances. One which is so oblivious to its impact, banal and profound. I also guess most animals can have a similar detached view of us humans, but the crow seems to enjoy it more than most. Let me know if you find anything else out, I'm curious as well.
